The following appeared in a recommendation from the planning department of the city of Transopolis.
"Ten years ago, as part of a comprehensive urban renewal program, the city of Transopolis adapted for industrial use a large area of severely substandard housing near the freeway. Subsequently, several factories were constructed there, crime rates in the area declined, and property tax revenues for the entire city increased. To further revitalize the city, we should now take similar action in a declining residential area on the opposite side of the city. Since some houses and apartments in existing nearby neighborhoods are currently unoccupied, alternate housing for those displaced by this action will be readily available."

My Response:
This argument regarding the planning of city of transpolis seems to convincing at a primary glance, however the revitalization scheme which is under planning, the same old plan sketched ten years ago has many strong evidences that it may not be suited at this time. Further improvement of the claims would help in re-vitalizing the city.
The argument says that several factories were constructed there. This sounds great for the revenue department as the taxes even improved. But the claim was ten years old, the situation is changing rapidly. This project sounds a little weak here. The factor of industrial pollution was never taken into account. The city vitalization sans taking care of the environment is of major concern. The overall development, environmental as well as industrial by the planning department is the need at this juncture.
The statement that security system improvement by induatrilization has many defects. The security system ten years ago was different. Now new security devices have emerged, the technology has improved in such a way that the best possible security a man can get is avilable in the shops. As the freeway is full of industries the population of the city increaseas in the suburbs and crime rates would continue to high there. The reduction of crime rates totally depends on the police department and not on this factor. This gives way for limited vitalization of the city. The argument claims that the city taxes would improve further, but there is no evidence that the how the taxes would improve in a very rapid rate.
The fact that the department of planning has taken interest on the opposite side of the city lacks strength. The information that there are many unoccupied houses in the existence neighborhood gives some relief, but there is no authentication that all the people stranded by this move would be able to get a decent place there. They are living in the free atmosphere on the opposite side of the city. Surely this plan would arise some altercation from them, though the state can convince them their actions would be disturbing.
This argument demonstrates a fairly good deal in further improving the city, but the department's plan is not supported by strong claims. Though some of their claims are strong enough for one to agree, many problems are unaddressed. If the department takes care of all the other crietrions then that plan could sound convincing.
